Potomac River Water Service Agreement (PRWSA) Update 2013
In 2006, the City of Frederick and the Board of County Commissioners of Frederick County entered into a written agreement which provides for the supply of potable water to City residents from the County’s Potomac River source and treatment at the expanded New Design Water Treatment Plant (WTP). The Potomac River Water Service Agreement, or PRWSA, has made available an additional amount of potable water capacity equal to 5,000,000 gallons per day on an average basis for allocation by the City for future development projects and increased system demand. This document contained an attachment known as Exhibit 4, which was a graphical depiction and a listing of projects for which the added capacity was intended to serve at the time it signed.
Since that time, the City has experienced the annexation of several properties which were not included in the original Exhibit 4 as well as slight variations in the anticipated water demands for included projects. On June 4, 2013, the original PRWSA was amended by both parties to provide the City with a degree of flexibility in allocating capacity from this source to these types of projects while maintaining the overall goal of avoiding over-allocation of the total amount. The amendment requires the updating of allocation information found on Exhibit 4 and presentation of this update annually in September.
